I think fan fiction is the greatest compliment a fan can give a writer.  Even bad fan fiction is the way a fan shows love for the characters and the writer who created them.  Fan fiction is a loving expression of a fan's pleasure of writer's work.  As long as the fan ficton writer doesn't make a profit I see nothing wrong in fan fiction.  Not all writers dislike fan fiction being based on their works.  Some do object and the fan fiction writer should respect the writer's right to object and not use that writer's creation for their own writing.

As long as no money is being made, I don't see why anyone would be upset. If you like fan fiction, read it. If you don't care for it, ignore it. I've read a lot that is really bad, but some of the fan fiction writers are excellent. They are better than some published writers.
